What about Instagram and Facebook?
Meta is designated an extremist organization and banned in Russia, so advertising there for a Russian audience isn't legal. I don't run grey schemes and work only on platforms that operate in Russia.

It depends on the niche, the platform and the goal. On the review I'll estimate a sensible test budget for your task, without "give me a million for a broad audience". I've worked on everything from zero-budget solutions to large budgets.
How does VK Ads targeting work compared to Meta?
The logic is familiar: interests, look-alikes, retargeting, lead forms. The specifics differ: VK lets you build audiences from members of specific communities, which is often the sharpest tool; the creative formats and moderation rules are its own; and every ad needs the Russian ad identifier. Copying a Meta campaign one to one usually underperforms.
